Ronald Williams | President / CEO / Founder
Ronald A. Williams has been the President/CEO of New York Therapeutic Communities, Inc. since its inception in 1977.

He began his career in the substance abuse field over forty years ago as one of the founders and first graduates of the Phoenix House organization where he held clinical and administrative positions, including facility and regional directorships. Mr. Williams also developed the Su Casa residential program at the Lower Eastside Service Center. During his many years of involvement in this field, he has served as an expert in demand reduction and as a technical assistance advisor and trainer for the U.S. Department of State. He has assisted in the implementation of in-prison treatment programs in 32 states and several foreign countries, including Malaysia, Thailand, Colombia, Argentina, and Italy.

Mr. Williams has served as Vice President of Therapeutic Communities of America, and is the former Chair of the Criminal Justice Task Force of that association. In the latter position, he led the successful effort to develop and implement accreditation standards for in-prison therapeutic communities through the American Correctional Association; these standards have also been adopted by the federal government. Mr. Williams serves on the board of EXPONENTS, Inc. (ARRIVE) HIV/AIDS, an outreach project, and is Deputy President of the World Federation of Therapeutic Communities.

Ronald Williams has received many awards including the Governor’s Lifetime Service Award from New York State Governor David Paterson in 2009, and the Harry Sholl Award from the World Federation of Therapeutic Communities in 2010. Most recently (2011) he received the Transformation – First Muse award at the New York State Behavioral Health Recognition Month Celebration. The New York State Bar Association has honored Mr. Williams for outstanding contributions to the Rule of Law and the Administration of Justice, and he has also been awarded the St. Bonaventure College’s Award for Excellence in Public Service.


Sandeep Varma | Executive Vice President

Sandeep Varma joined New York Therapeutic Communities, Inc. in 1998 as Regional Director, and became Executive Vice President in 2007.

In this capacity he supervises all clinical programs of the agency and ensures compliance with all regulations of the New York State’s Department of Correctional Services and Office of Alcohol and Substance Abuse Services (OASAS). He also liaises with state agencies, legislators, and other community-based treatment providers, and works closely with the President on overall agency planning and management. He oversees all training activities of the agency including oversight of NYTC’s Education & Training provider certification from OASAS.

Mr. Varma, a Licensed Clinical Social Worker and Credentialed Alcoholism and Substance Abuse Counselor, began his career at Hospitality House in Albany, New York. He has also worked as a Psychiatric Social Worker at Bellevue-New York University Medical Center and as Senior Case Manager for Treatment Alternatives to Street Crime (TASC). He has assisted in the development of an in-prison therapeutic community training curriculum for the University of Missouri, served as consultant for the National Development and Research Institutes (NDRI), and is the chair of the Criminal Justice Committee of the Alcohol and Substance Abuse Providers (ASAP) Association of New York State. In 2010 he was elected Secretary of the Executive Committee of Treatment Communities of America (TCA), formerly known as Therapeutic Communities of America. He is also the President of the Coalition for Community Services of New York State. Mr. Varma has a Master of Science degree from the Columbia University School of Social Work and a Certificate in Non-Profit Management from the Harvard Business School.


Eugene Rose | Director of Finance

Eugene Rose joined New York Therapeutic Communities, Inc. as Director of Finance in 2008.

Mr. Rose brings to the agency extensive experience in the health care, hospital administration, auditing, finance, and management fields. He previously served as the Director and Chief Financial Officer of a 79-apartment, 389-bed New York City-funded transitional housing facility where he was responsible for daily operations and all finances. He has also been an Area Administrator with overall responsibility for six dialysis clinics in New York and New Jersey which served over 500 patients monthly with more than 60,000 annual treatments. He received his auditing experience while working at Prudential Insurance Company and Arthur Anderson and Company.

In the above capacities, Mr. Rose has managed multiple companies, computerized organizations to improve efficiency and productivity, and supervised hospital acquisitions and construction projects.
